**Halving strategy**

When the amount of ART in Treasury is halved, the passenger's daily ART earning level will be halved, also affects the Operator's earning pool.

When the amount of ART in Treasury is < 100,000,000, the Halving strategy will be cancelled, and the recovered ART will not be destroyed but returned to Treasury.
